Copilot SEO: how to get cited in Microsoft Copilot and Bing AI answers

Microsoft Copilot cites web pages from Bing. To be one of those sources, bingbot has to crawl and index your pages, and your page has to answer the question clearly. Here is what Microsoft says decides eligibility, the controls that keep content out, what tends to get cited, and how to see your Copilot citations in Bing Webmaster Tools.

A conversation with an AI assistant whose answer cites websites as its sources
The short version
  • Microsoft's Bing Webmaster Guidelines cover Bing search, Copilot and grounding API results, and say following them helps make URLs eligible for grounding results and citations.
  • Step one is being crawled and indexed by bingbot: verify your site in Bing Webmaster Tools, submit a sitemap, and use IndexNow when pages change.
  • There is no separate token to allow or block Copilot. NOARCHIVE keeps content out of Copilot responses; NOCACHE limits Copilot to the URL, title and snippet.
  • Microsoft's advice for citations: clear headings, tables and FAQ sections, claims backed by data and sources, current content, and consistent facts about the same entities.
  • Bing's AI Performance report (public preview since February 2026) shows how often your pages are cited in Copilot. A citation is not a click.

What is Copilot SEO?

Copilot SEO is the work of getting your pages crawled and indexed by Bing and making them clear enough that Microsoft Copilot cites them in its answers. Microsoft's Bing Webmaster Guidelines say they describe how Bing discovers, crawls, indexes, evaluates and surfaces content across Bing search, Copilot and grounding API results, and that following them helps make URLs eligible for grounding results and citations.

"Ranking" in Copilot means one of two things: the answer cites your page as a source, or it names your brand. There is no position 1 to buy. The same guidelines say GEO, like SEO, guarantees nothing: it affects whether a page is eligible to be cited, not whether it will be.

This guide covers Copilot and Bing's AI answers only. For ChatGPT, Gemini, Claude and Copilot side by side, read how to rank in ChatGPT and other AI answers. For Perplexity, see our Perplexity SEO guide.

Why does Copilot SEO start with Bing?

Copilot's citations come from Bing, so a page that bingbot cannot crawl or Bing has not indexed cannot be cited. Microsoft reports Copilot citations inside Bing Webmaster Tools, and its guidelines treat Bing search, Copilot and grounding results as one system. Google rankings do not carry over: Bing keeps its own index, and you only see Bing's view of your site in Bing Webmaster Tools.

Before anything else, check three things:

  • robots.txt does not block bingbot. A Disallow for bingbot, or a * group that blocks the pages you want cited, keeps them out of Bing and so out of Copilot. Our guide to allowing or blocking AI crawlers in robots.txt lists which tokens control what.
  • Your CDN or firewall lets bingbot through. robots.txt is only half of access; if a bot-protection service challenges the crawler, it cannot read the page no matter what robots.txt says.
  • The page is in Bing's index. Bing Webmaster Tools' URL Inspection shows one URL's index status, crawlability, response code and blocked resources.

How do you get your site into Bing?

Verify your site in Bing Webmaster Tools and submit your sitemap; if you already use Google Search Console, importing from it verifies the site and brings its sitemaps in a few minutes. Bing's add and verify help page also lists manual methods: an XML file, a meta tag, a CNAME record or DNS auto verification. Bing says it usually takes about 48 hours to show data for a newly added site.

For sitemaps, Bing's sitemaps help accepts XML, RSS, Atom and plain text files, and you should also list the sitemap in robots.txt with one Sitemap: line so Bing finds it on its own. Bing says it processes sitemaps at least once every 24 hours.

The click-by-click steps, the verification table and what each report shows are in our Bing Webmaster Tools setup guide. This page does not repeat them.

How does IndexNow help Copilot find new pages?

IndexNow tells Bing the moment a URL is added, changed or deleted, and Microsoft lists it among the ways to make URLs discoverable for Bing and Copilot. The Bing Webmaster Guidelines list IndexNow, XML sitemaps, crawlable internal links and relevant external links as the discovery routes. Bing's URL submission help strongly recommends IndexNow and says manual submission and the submission APIs may be deprecated in future.

Ways to tell Bing about a URL

MethodLimits (Bing / IndexNow docs)Use it for
IndexNowUp to 10,000 URLs per POST; a key file on your siteAutomatic pings on publish, update and delete
Submit URLs (manual)Up to 10,000 URLs per domain per day, reset at midnight UTCA few urgent pages, by hand
SitemapProcessed at least once every 24 hoursThe complete list of URLs that matter
Sources: Bing's URL submission and sitemaps help pages, IndexNow documentation. Bing notes that repeated manual submissions do not speed up indexing.

The IndexNow documentation says to host a UTF-8 text file named after your key at the site root, then send URLs by GET (one) or JSON POST (many). A 200 response means the URL was received, not that it will be indexed. Many CMS plugins and CDNs send these pings for you. Microsoft's AI Performance post also suggests using IndexNow when content changes.

Is there a separate Copilot crawler or opt-out token?

No. Copilot has no separate token in robots.txt; bingbot is the crawler, and Bing's page-level controls decide how Copilot may use what it indexes. That is different from ChatGPT, Claude or Gemini, where a training bot or token is a separate choice from search. The Bing Webmaster Guidelines describe two controls:

  • NOARCHIVE keeps the content out of Copilot responses and grounding results.
  • NOCACHE limits Copilot to the URL, title and snippet.

If you want to be cited, check that neither is set on the pages you care about. Blocking bingbot entirely removes the page from Bing search as well as Copilot.

What kind of page does Copilot cite?

Microsoft says pages with clear structure, backed-up facts and current, consistent information are the ones to aim for. Its AI Performance announcement (10 February 2026) suggests:

  1. Structure the page

Use clear headings, tables and FAQ sections, so the answer to a question sits in one place an engine can quote.

  2. Support claims with evidence

Back what you say with examples, data and cited sources. A price or a spec in plain text can be cited; one inside an image or PDF is much harder to use.

  3. Keep content current

Update pages when facts change, and send an IndexNow ping so Bing picks up the new version.

  4. Describe things consistently

Describe the same entities the same way in text, images and video. For local businesses, keep Bing Places details current.

In practice that means one page per real buyer question, with the answer in the first paragraph. Microsoft's guidelines also say none of this guarantees a citation; it makes the page eligible and useful.

How do you measure Copilot visibility?

Use Bing Webmaster Tools' AI Performance report for Copilot citations, and ask Copilot your buyers' questions yourself to see how you are described. The report, in public preview since February 2026, covers Microsoft Copilot, AI-generated summaries in Bing and select partner integrations.

What the AI Performance report shows

MetricWhat it tells you
Total citationsHow often your pages were cited across Copilot, Bing AI summaries and partners
Average cited pages per dayHow many of your pages are being cited, not just how often
Grounding queriesA sample of the queries the AI used to find your content
Page-level citationsWhich pages are cited most, and which indexed pages rarely are
Source: Bing Webmaster blog (10 February 2026). Grounding queries are sampled, and a citation count does not show placement, ranking or clicks.
  1. Read the page-level citations

Microsoft suggests using the report to see which pages are already cited and to find indexed pages that are rarely cited. Those rarely cited pages are your first rewrite list.

  2. Ask Copilot your questions

Write 10 to 20 questions in your customers' words and ask them in Copilot. Note whether you are named or cited, and which sites are cited instead. Answers vary by run, account and location, so repeat them on a schedule.

  3. Track the other engines too

Buyers ask more than one assistant. Track the same questions in ChatGPT, Gemini, Claude and Perplexity to see where you are missing.

What does MrKeyword do for AI visibility?

MrKeyword's AI visibility feature asks ChatGPT, Gemini, Claude and Perplexity your chosen questions every week and records whether each answer named you, in what position, which competitors it named and which sites it cited. It does not measure Copilot; for Copilot, use Bing's AI Performance report. The question allowance is one pool for the whole workspace:

PlanPriceAI questions tracked weekly
Free$03
Starter$10/month15
Growth$19/month50
Agency$49/month150

All limits are on the pricing page. MrKeyword can also connect to Bing Webmaster Tools with read-only access to show your Bing clicks, queries and crawl health beside Google's, but it does not import the AI Performance report, submit URLs or send IndexNow pings for you.

Questions and answers

Copilot SEO questions

How do I show up in Microsoft Copilot answers?

Make sure bingbot can crawl your pages and they are indexed in Bing: verify the site in Bing Webmaster Tools, submit a sitemap and use IndexNow when pages change. Then publish pages that answer buyers' questions clearly, with headings, tables, data and sources. Microsoft's Bing Webmaster Guidelines cover Bing search, Copilot and grounding results together.

Does Copilot use Bing's index?

Microsoft's Bing Webmaster Guidelines say they describe how Bing discovers, crawls, indexes and surfaces content across Bing search, Copilot and grounding API results, and Copilot citations are reported in Bing Webmaster Tools. Being indexed in Bing is the first requirement.

Is there a robots.txt token to block or allow Copilot?

No separate token. bingbot is the crawler. Bing's guidelines say NOARCHIVE keeps content out of Copilot responses and grounding results, and NOCACHE limits Copilot to the URL, title and snippet.

How can I see how often Copilot cites my site?

Bing Webmaster Tools has an AI Performance report, in public preview since February 2026, showing total citations, average cited pages per day, sampled grounding queries and citations per page across Copilot, Bing's AI summaries and select partners. Citations are not clicks.

Does MrKeyword track Copilot?

No. MrKeyword's AI visibility feature tracks ChatGPT, Gemini, Claude and Perplexity weekly: 3 questions on the Free plan, 15 on Starter, 50 on Growth and 150 on Agency. For Copilot, use Bing's AI Performance report.
